社會福利焦點：殘疾人士就業

增加培訓名額，以提升殘疾人士的工作技能及機會

增加綜合職業訓練中心名額，透過拓展多元化的工種，讓更多殘疾人士獲得技能培訓機會。

跟進最低工資實施後對殘疾人士就業的影響

為受最低工資影響的殘疾人士提供短期失業補助金，以解燃眉之急。

為接受工作能力評估後獲取較低薪酬的殘疾僱員提供工資補貼，補貼金額應相等於殘疾僱員所領取的工資與法訂最低工資的差額，以確保殘疾人士均能享受到最低工資的保障。

檢討職業復康服務的運作模式、津助水平及人手配套，以回應公開就業市場的變化

檢討綜合職業康復服務中心的運作模式、人手編制和資源配套，回應就業市場環境轉變和服務使用者老化等問題，提升服務成效。

(網絡已完成綜合職業康復服務中心和輔助就業的檢討工作，報告書亦已於2011年12月12日寄予社署。)

協助社會企業發展

為殘疾人士社會企業提供支援措施，如限制投標、租金津助等，協助其持續發展。

(施政綱領P.52-53：推動社企發展，推出「社企之友」運動、獎勵計劃、舉辦社企訓練課程及社會企業展。

施政報告#92：透過「創業展才能」計劃，資助非政府機構成立小型企業，聘用殘疾人士。政府會向計劃注資一億元，為殘疾人士創造更多就業機會。)

鼓勵公、私營企業聘用殘疾人士

為商界企業提供誘因，如資助購買相關輔助器具和進行改善設施工程等，鼓勵私人企業聘用殘疾人士。

鼓勵公營機構聘用殘疾人士，如制定聘用殘疾人士的指標，優先聘用殘疾人士、及使用殘疾人士的服務和產品等。
